Executive Director Vacancy
The Jefferson-Belmont Regional Solid Waste Authority Board (JBRSWA) is seeking to fill a position for the full-time solid waste management director who will be responsible for all phases of the operation of the JBRSWA. The candidate should possess strong oral and written communication skills as well as administrative experience. Qualified candidates should have completed an undergraduate degree in business, environmental studies, public administration or possess minimum 4 years experience in the area of waste management/recycling. Candidate must be proficient in MS Office programs, Word, Excel, PowerPoint, etc. Governmental administration is a plus. A working knowledge of House Bill 592 and solid waste management is preferable. Salary is negotiable and commensurate with experience. The director position is a salaried non-classified position and works at the pleasure of the 14 member JBRSWA board. Resumes will be accepted at the JBRSWA office up to August 21, 2009. Job Description
Oversee and administer implementation of the solid waste management plan for the Jefferson-Belmont Regional Solid Waste Authority (JBRSWA).
Skills
Requires skills in verbal and written communication.
Requires ability to establish and further effective working relationships with a variety of community and governmental groups.
Requires skills and a high proficiency in Microsoft Office programs: Word, Excel, PowerPoint, etc.
Knowledge and Experience
Requires knowledge of principles, techniques and practices of solid waste operations.
Requires knowledge of federal and state laws, statues, and ordinances governing solid waste management operations.
Preferred Qualifications
Undergraduate degree in business, environmental studies, public administration or possess minimum 4 years experience in the area of waste management/recycling.
Responsibilities
- Annual evaluation of the solid waste management plan (Plan);
- Oversight and associated duties for potential material changes or failures;
- Development and assurance of the implementation of the recycling and waste reduction strategies over the life of the Plan;
- Conduct surveys of the industrial, commercial, and residential sectors to obtain the data needed for the completion of the Annual District Reports;
- Ensure up-to-date accuracy (maintenance) for the web page;
- Make presentations;
- Apply for grants;
- Investigate and/or implement financial incentives for existing and new recycling and waste reduction programs;
- Work with the industrial and commercial sectors to facilitate source reduction and recycling through waste audits and recycling contacts;
- Provide waste reduction and recycling education programs as described in the Plan;
- Work with communities in establishing and maintaining curbside and drop-off sites for residential/commercial recycling;
- Annual on-site visitation to all recycling activities as prescribed in the Plan;
- Prepare and submit reports, as required, to Ohio EPA and the Board of Trustees of the District; and
- Prepare fee resolutions and the Plan triennial update.
